Andrew is a Solicitor in our Financial Services team. He advises on a range of regulatory issues spanning the insurance, financial services and technology sectors.

His work routinely involves advising wealth managers, payment services providers, insurers, insurance intermediaries, banks and consumer credit institutions.

Andrew has experience of managing regulatory projects, preparing applications for FCA, PRA and overseas regulatory authorisation, supporting clients to structure and launch innovative regulated products, providing technical advice and guidance on the UK’s regulatory perimeter and drafting of regulatory/commercial agreements and compliance materials.

A native Lithuanian speaker, Andrew is also a member of our international law team, and more specifically of our Baltic States desk. He advises clients established in the region and those wishing to do business there. He has presented in the medium of the Lithuanian language at conferences hosted by a partner firm in Vilnius in 2019 and 2020.

  • Considering regulatory overlay in the business model of a Fintech benefits platform provider, including relating to Payment Services Regulations, the FCA Handbook including CASS sourcebook, and specific financial legislation.
  • Providing regulatory advice to DBW for its government backed self-build scheme, including support and guidance on customer treatment and FCA principles.
  • Reviewing and providing comments on ancillary documents required for DBW’s Investment in Quote on Site Ltd.
  • Project managing an FCA application for a financial service business for full consumer credit permissions.
  • Legal and regulatory advice for PRA applications of international insurers, as Brexit contingency planning.
  • Advising multinational InsurTechs on product design and regulatory outcomes, including for clients focusing on the use of new technologies and processes.
  • Providing training and advice on implementation and application of the Senior Managers and Certification Regime (SMCR) to various businesses.
  • Advising various businesses on the application of the FCA’s ‘controllers’ regime and when and how change of control notifications must be submitted.
